The Campaign for Safe Cosmetics is a coalition of nonprofit organizations (including EWG, Breast Cancer Prevention Partners, and the Environmental Defense Fund) that advocates for stricter cosmetics regulation and corporate transparency. The Campaign created the Compact for Safe Cosmetics, a voluntary pledge in which brands commit to eliminating chemicals linked to cancer, mutation, or reproductive harm within three years. The coalition publishes reports, lobbies for legislative reform, and maintains educational resources about cosmetic ingredient safety.

The Other Side
Supporters credit the Campaign with pushing real change — brands started dropping harmful chemicals, and their advocacy helped pass the first major U.S. cosmetics safety law in decades (MoCRA, 2022). Critics, mostly from industry, say the Campaign sometimes oversimplifies the science — framing ingredients as dangerous even when regulators consider them safe at approved levels. The "toxic" messaging can scare consumers more than the actual risk warrants. That said, the Campaign is transparent about being an advocacy group, not a regulatory body. They have an agenda, and they say so.
